ICYMI: Momentum Building Around Federal Tax Credit Scholarship Program Set to Provide Additional Funds for K–12 Opportunities
Events in Colorado and Illinois Highlight Support for the Program Which Will Expand K-12 Opportunities, Empower Parents and Prioritize Individual Students’ Needs in Both Public and Private Schools
Washington, D.C. – In case you missed it, momentum continues to build around the federal tax credit scholarship program, a landmark initiative designed to expand access to K–12 educational opportunities and resources for families across the country. Invest in Education Foundation and Invest in Education Coalition have been hosting events in several states in recent weeks to highlight increased support for the program from students, families, education leaders and scholarship granting organizations (SGOs), while governors including Colorado Governor Jared Polis (D-CO) and New York Governor Kathy Hochul (D-NY) have also expressed support.

Chicago Event Encouraging Governor J.B. Pritzker to Opt In
In April, Invest in Education Coalition and The Urban Center hosted an event in Chicago where local educators, students, parents, education officials and advocates urged Governor J.B. Pritzker (D-IL) to opt in to the program. Watch the full press conference here.
As was reported by the Chicago Sun-Times, the event featured advocates expressing the importance of the program that will allow Illinois families access to the money it generates to cover expenses at public and private elementary and high schools. Speakers at the event included Angel Gutierrez, member of the Chicago Board of Education, District 8A; John P. Heybach, Founder and President, Altus Academy; Alfredo Villegas, Principal of Altus Academy; Jorge Elorza, CEO of Democrats for Education Reform; Dr. Joshua Stafford, Superintendent of Schools, Vienna Public School; Robert Sylvester, Vice President of The Urban Center; and Sonia Castillo, a public school parent.
Denver Event Celebrating Governor Polis’ Opt In to the Program
On Friday, Governor Polis joined over 150 parents and students in support of the federal tax credit scholarship program at an event at the Denver Museum of Nature and Science to celebrate Colorado’s participation in the program. Watch the full press conference here.
Hosted by Invest in Education Foundation, the press conference highlighted the impact of Governor Polis’ decision to have Colorado opt in to the program earlier this year, making it the first state with a Democrat governor to do so.
At the event, Governor Polis stated, “Opting in was really a no brainer for me. I always believe that anything we can do to get more funds and support for the kids of Colorado, we should do. I want to maximize participation in Colorado and embrace these resources. I’m personally excited that Colorado is one of the leading states in helping to build awareness around this exciting opportunity to boost charitable giving to help our kids.”
Governor Kathy Hochul Showing Openness to Opting New York In
As reported recently by the New York Post and POLITICO Pro, Governor Kathy Hochul has expressed her intention for New York to opt in to the federal tax credit scholarship program. Governor Hochul said, “If there is a way for people who care about public education to broaden this and get people to contribute and help get a critical mass of money to help schools that otherwise are struggling with tutors or field trips or anything, why wouldn’t we do that?”
Governor Hochul’s openness to allowing New York to participate in the new federal tax credit scholarship program is an encouraging sign for families across the state and underscores that education is a nonpartisan issue with growing importance nationwide.
The federal tax credit scholarship program launches in January 2027, and will incentivize private donations to SGOs, which provide scholarships to eligible students. Donors will receive a 100 percent federal tax credit, up to $1,700 annually, that will drive sustained investment in educational opportunities for all students.
The program is expected to unlock billions of dollars in new funding for low and middle income families, empowering them to better meet their children’s educational needs. It is designed to serve students across all educational settings. Students could use the scholarships for tuition, fees, tutoring, special needs services, extended day programs or education technology, among other eligible uses.
