HOUSE COMMITTEE PASSES NEW SCHOOL CHOICE LEGISLATION THAT WILL HELP MILLIONS OF STUDENTS ACROSS THE COUNTRY

Invest in Education Coalition applauds House Ways and Means Committee for supporting parental choice in K-12 education as part of tax package

WASHINGTON, DC – Today, Invest in Education Coalition (IIEC), a national organization dedicated to advancing school choice at the federal level, commends the House Ways and Means Committee for passing a federal tax credit for private donations for K-12 scholarships also known as the Educational Choice for Children Act (ECCA) as part of the Committee’s “The One, Big, Beautiful Bill.”

The Educational Choice for Children Act (ECCA) is a federal tax credit scholarship bill that would help over a million students access a school or education service of their parents’ choice. Scholarships are funded with private donations, not federal money, and donors receive a federal tax credit. Students could use scholarships for tuition, tutoring to address learning loss, special needs services, or education technology.

What members of Congress are saying:

Congressman Adrian Smith (R-NE-03) said, “This is about empowering families. It’s about empowering parents and children to pursue a brighter future with quality education. I think it should concern all of us that parents have been pushed away from curriculum, schools and various decisions impacting their own children. That’s why we need to empower families rather than push them away.”

Congressman Burgess Owens (R-UT-04) said, “The Educational Choice of Children Act is the most consequential educational bill in our lifetime and is exactly what American families need. It unlocks billions of dollars in annual tax credits from donations for local scholarships and organizations. The ECCA is not another government program but instead follows a private volunteer giving. It allows Americans to invest in America’s greatest natural resource, our children.”

Chairwoman Elise Stefanik (R-NY-21) said, “For too long, students – especially those from underserved communities – have been trapped in failing school systems. Despite their potential, these children are denied high-quality education. School choice gives students the opportunity to succeed. The Educational Choice for Children Act legislation aims to expand educational choice.”

Congressman Jim Jordan (R-OH-04) said, “I always say that the first institution the good Lord put together wasn’t the church, wasn’t the state, it was moms and dads and kids, and this legislation is truly about empowering moms and dads to get a better education for their son or daughter….that is the power of this idea. That’s what this is about: helping middle-class, working-class families get their son and daughter a better education so they can achieve, get on the path to achieving the American dream.”

Congressman Rudolph Yakym (R-IN-02) said, “Educational choice should not be just for the rich. Educational choice should be for everyone, no matter what your income level is. […] This is something that allows anyone – whether you’re poor, whether you’re middle class, no matter who you are – to be able to send your child to the school of your choice.”

Congresswoman Nicole Malliotakis (R-NY-11) said, “The Educational Choice for Children Act. This is going to be able to deliver scholarships for the families who need it most so they can attend private and parochial schools. Again, we’re talking about poor children, giving them schools choice, giving them access to education, does not benefit the wealthy at the end of the day, this bill actually benefits middle-class families, working families like the ones I represent in Staten Island and Brooklyn.”

The ECCA has widespread support:

  • During his campaign and following his re-election, President Trump has made his support for school choice clear. Recently he stated in a post “I’ve made School Choice a priority of my Administration. We need School Choice passed in every State!” And when asked on Fox and Friends whether he would support the proposed ECCA, President-elect Trump said, “I would sign it.”
  • More than 74 percent of voters of Americans strongly support school choice for all students.
  • 72 percent of Hispanic voters favor the ECCA.
