New K–12 Education Funds Knocking at the Door for Pennsylvania Families
PA state legislator, local leaders and advocates discuss the federal scholarship tax credit program that will empower parents and prioritize individual students’ needs
HILADELPHIA, PA – Today, Invest in Education Coalition joined Pennsylvania State Senator Anthony Williams, local leaders, scholarship granting organization leaders, and education advocates in Philadelphia to highlight the new Federal Scholarship Tax Credit Program (FSTC), which could provide hundreds of millions of dollars in additional educational resources to low- and middle-income families across the Commonwealth.
The FSTC program allows eligible taxpayers to receive a 100 percent federal tax credit of up to $1,700 annually for charitable contributions to qualified nonprofit scholarship granting organizations (SGOs). Those organizations then award scholarships to eligible K-12 students in public and non-public schools to cover qualified educational expenses such as tutoring, special education services, extended day programs, educational technology, instructional materials, and more.
The event comes following the October 1 release of proposed and temporary regulations from the U.S. Department of the Treasury and IRS, providing key implementation details for the program, which launches January 1, 2027.
To date, 31 governors have opted into the program, including New York Governor Kathy Hochuland Colorado Governor Jared Polis. Pennsylvania remains among the 19 states that have not yet elected to participate. Governors must opt in no later than January 1, 2027, for students in their states to benefit from the scholarships when the program launches.
Following the release of the proposed federal guidance, Governor Shapiro recently expressed his openness to the program and indicated that he expects to announce his decision on Pennsylvania’s participation in the coming weeks.
Recent polling in Pennsylvania also shows overwhelming support for the FSTC program:
- Nearly nine-in-ten (88%) voters support Pennsylvania joining the FSTC.
- Over nine-in-ten (94%) agree that Governor Shapiro needs to act now to ensure Pennsylvania participates in the program.
State Senator Anthony Williams, 8th District, said: “The Commonwealth has an opportunity to bring significant new educational resources to families in my high-needs district in Philadelphia. This program is about giving parents more resources to help their children succeed, regardless of where they go to school.”
Anne Lesser, President and CEO of the Invest in Education Coalition, said: “The Federal Scholarship Tax Credit program represents a historic opportunity to expand educational access and unlock hundreds of millions of dollars in privately funded scholarships for Pennsylvania students, at no cost to school districts and without using state funding. These new resources could help students in both public and non-public schools access the academic support and educational opportunities they need to succeed. We are encouraged by Governor Shapiro’s recent statement and look forward to his anticipated decision in the coming weeks.”
Rev. Joshua C. Robertson, Founder & CEO of Black Pastors United for Education and Senior Pastor of The Rock Church in Harrisburg, PA, said: “Every child deserves a quality education and the opportunity to reach their God-given potential. We know that no two children are alike, and families need access to resources that reflect the unique needs of their children. This is about making sure that every parent, especially those in underserved communities, has a real opportunity to help their child succeed. Pennsylvania should embrace this program and the opportunities it can bring to families across our state.”
Keisha Jordan, President and CEO of Children’s Scholarship Fund Philadelphia, said: “Every day, we see firsthand how access to additional educational resources can dramatically improve the trajectory of a child’s life. For too many families in Philadelphia, financial barriers stand between their children and the educational opportunities they need to thrive. This program will deliver more resources directly into the hands of parents to make the best decisions for their children.”
